You can use this as alternate Punjabi Keyboard layout on your windows PC with phonetic mappings to English(US) qwerty keyboard.
For Pairian bindi on supported characters, press that character and then pairian bindi character like ( ਲ ਼ = ਲ਼).
rest is pretty obvious.
